Taiwan Opposition Leader Willing to Be "Flexible" With China
台灣在野黨領袖願意「靈活」面對中國

TAIPEI--Taiwan's top opposition leader has pledged to reassess his party's traditionally combative stance toward Beijing, but continued to urge mainland officials to change their attitude toward Taipei, suggesting the opposition party will continue to grapple with how to treat China amid growing economic ties.

In an interview on Tuesday, Democratic Progressive Party Chairman Su Tseng-chang said his party is willing to be "flexible" in its approach to Beijing amid tighter cross-strait business relations and as China slowly evolves into a more open society.
在週二的訪談中，民主進步黨主席蘇貞昌表示，在中國慢慢演進成為更開放的社會以及兩岸經濟關係更為緊密之際，他的政黨將對北京採取更「靈活」的做法。

The former defense lawyer also said he hopes for improved relations under Xi Jinping, who is expected to become China's president during an upcoming leadership transition, and even said he would be willing to become the first DPP chairman to visit China if a such a trip could foster better ties with Beijing.
這位前辯護律師也說，中國即將進行領導人交班，預期習近平將成為中國國家主席，他希望在習近平的領導之下改善關係，甚至表達若有助增進雙方關係，他願意成為第一位訪問中國的民進黨主席。
Still, he emphasized that the DPP continues to stand by its pro-independence stance, compared with the open-ended "one China" consensus that Taiwan's ruling Kuomintang party has adopted.
不過，相較於台灣的執政黨國民黨接受「一個中國」共識，他仍強調民進黨繼續堅持支持台獨的立場。
"What has changed in the DPP is the attitude and approach toward China, but we will never give up our beliefs and values that Taiwan is an independent sovereign country," said Mr. Su.
蘇貞昌說，民進黨已經改變的是面對中國的態度和方法，但我們永遠不會放棄我們的信仰和價值，即台灣是一個主權獨立的國家。
"No amount of money is worth losing our freedom and democracy over because those are Taiwan's core values," he added. "As we pursue further economic development and trade flows with China, we must not give up our status as a sovereign nation based on a system of freedom and democracy."
「再多的金錢也不值得失去我們的自由和民主，因為那些是台灣的核心價值」，蘇貞昌進一步表示，「當我們追求進一步與中國之間的經濟發展和貿易交流，我們也絕不能放棄做為一個基於自由、民主體制的主權國家地位」。
The potential for strained relations between Beijing and Taipei helped the Kuomintang and Taiwan President Ma Ying-jeou defeat the DPP and then-opposition leader Tsai Ing-wen in January elections.
北京和台北之間可能的潛在緊張關係，協助了國民黨及台灣總統馬英九在1月的選舉中擊敗了民進黨與其當時的領導人蔡英文。
While the "one China" consensus leaves unresolved major questions about reunification, it has led to warmer ties between the Kuomintang and the Chinese Communist Party. The DPP, by contrast, has long had a reputation for taking a hard line with Beijing.
縱使「一個中國」共識讓統一的問題懸而未決，但它使國民黨與中國共產黨的關係改善。相對的，民進黨與北京之間，向來係以強硬路線著稱。
China's rising dominance--both politically and economically--has changed the political climate in Taiwan, one that experts say requires a softening of the DPP's China rhetoric. For example, the DPP recently reinstated a China Affairs Department, an internal platform to handle cross-strait matters.

But the DPP continues to draw support from a core group of voters who worry that closer ties could eventually lead to a political role for Beijing in democratic Taiwan.

Mr. Su said his party's attitude and approach might be changing, but Beijing "should realize we are well-intended and pragmatic, and we hope [Beijing] will change more quickly toward a positive direction."

However, Beijing so far hasn't signaled any peace offerings of its own. While Beijing's Taiwan Affairs Office said it "noticed" the DPP has reinstated the China department, it stressed that China would continue to oppose the DPP's stance that China and Taiwan are separate.
然而，北京至今還沒有表達任何和平訊息。北京國台辦表示已「注意到」民進黨恢復了中國部門，並強調中國將繼續反對民進黨主張中國和台灣是分離的立場。
"The changes in the DPP are noteworthy and China is becoming more aware that being hawkish is not the way to win the hearts and mind of the Taiwanese people," said Liao Da-chi, a political science professor from National Sun Yat-sen University.
「民進黨的改變是值得注意的，而且中國正意識到他們(對台)的強硬舉措並無法贏得台灣民心」，中山大學政治學教授廖達琪表示。
"But unless the DPP is willing to bend on Taiwan's sovereignty," she added, "any breakthroughs will remain highly unlikely in the near term."

Mr. Su is hoping for China's Mr. Xi to embrace a more tolerant approach regarding "ideological differences" across the strait. He cited in part Mr. Xi's extensive interactions with Taiwanese businessmen during his service in the Fujian provincial government from 1985 to 2002.
蘇先生希望中國的習先生對於兩岸的「意識形態分歧」能抱持更寬容的態度。他舉例，習先生於1985年至2002年在福建省政府工作期間，和台商有廣泛的互動。
"I hope he will have a better understanding of Taiwan, take a more accommodating attitude and more modern approach to improve the relations between the two sides," he said. "Hopefully, Taiwanese businessmen in China will be given better and more reasonable protection, and there will be less confrontations and more dialogues and exchanges."
「我希望他能更了解台灣，對台灣採取更包容的態度和更先進的方法，以改善雙方之間的關係」，他說。「希望台商在中國將獲得更好、更合理的保障，(兩岸間)且能有較少的對抗以及更多的對話與交流。」
