亞洲自由民主聯盟(Council of Asian Liberals and Democrats, CALD)首次於台灣高雄市舉辦之氣候變遷研討會,在三十位各國與會人士經過一天半精彩的報告及小組討論後,順利於9月8日中午結束討論。亞洲自由民主聯盟前秘書長、前民進黨主席姚嘉文出席閉幕致辭,並由吳釗燮執行長代讀蘇貞昌主席的致辭稿。
前CALD秘書長姚嘉文在致閉幕辭除了對和多年不見的老友重逢欣慰外,也提到過去戒嚴時期,國民黨政府禁止環保團體結社的故事,並指出注重民主議題的聯盟開始關心氣候變遷等環境問題,因為成員們了解,這也是民主政治理的重要議題。
蘇主席在致辭稿中指出,做為台灣最大的反對黨,民進黨除持續敦促執政黨撥出足夠的預算投資再生能源的相關設施,推動低碳生態外,未來也將推動整合能源、工業、交通運輸、土地災害防治及生態重建等領域「綠色新政」(Green New Deal)來因應氣候變遷的關鍵。蘇主席也預祝團員下午到其家郷的「養水種電」計畫參訪順利。
閉幕式後,團員們前往屏東縣,參觀向陽光電、李長榮養水種電展示中心及林邊生態養殖中心、華宇光電等「養水種電」相關事業。行程由屏東縣長曹啟鴻出面接待,相關人員陪同,為團員詳細介紹。
曹縣長向團員表示,養水種電計畫起源是2009年8月8日莫拉克颱風重創屏東縣佳冬、林邊一帶地勢低窪的沿海地區,造成人民賴以維生的蓮霧無法種植,頓失生計。縣政府推動「養水種電」計畫,以「養水」輔導魚塭業者轉型,不要養魚、不再抽取地下水,以減少地層下陷、土地鹽化等問題。以「種電」將無法使用的魚塭和蓮霧園土地租給電廠,在水池上架設太陽能板發電,並在太陽能板下設滯洪池,使原先已下陷的土地休養生息。這個構想得到回郷貢獻的向陽光電陳貴光董事長及李長榮化工全力支持,並於2011年1月開始架設。經過2年努力,除了讓屏東縣榮獲美國IBM公司選拔為2013年全球「智慧城市大挑戰(Smarter Cities Challenge)」台灣唯一入選縣市外,更在同年3月榮獲數位時代雜誌舉辦的第4屆綠色城市評比「最佳綠色產業城市」首獎。
來自東南亞各國的來賓們對「養水種電」的計畫及執行非常感興趣,除詳細聆聽介紹外,並詢問發電成本、生態農園等問題,廠商和屏東縣城郷處人員也詳細為成員解答。他們對民進黨執政下的地方政府與企業積極合作,一齊提升台灣綠能產業的決心,無不感佩,並認為這才是民主政府對環境負責的做法。
Ladies and Gentlemen,
It is my honor to welcome the delegation of the Council of Asian Liberals and Democrats (CALD) here in Kaohsiung to discuss the critical issue of climate change.
I believe that every one of you, either as a policy maker, an NGO or political party expert on climate change, is committed to combat climate change’s most pressing challenges. I have no doubt that the discussion in the past few days was lively because we all know that our planet is facing severe challenges.
It is especially in Asia that we are not immune to climate change because we currently house the most developing economies. In Taiwan, we are an island that is constantly affected by typhoons in the summer and earthquakes throughout the year. Just this past summer, we experienced the highest ever temperature rise. We also experience severe droughts, mudslides and floods on an annual basis.
As the largest opposition party, the DPP keeps pressuring the governing party to take actions to address climate change. In environmental performance, Taiwan was ranked twenty-ninth in the world and fifth in Asia, according to the ranking report conducted by the universities of Yale and Columbia and released at the World Economic Forum in 2012. Even though our current government boasted this performance, Taiwan was actually demoted compared to previous years.
Even more alarming, Taiwan’s ranking for climate change was one hundred and ten. Taiwan’s CO2 Emissions is currently 247.7 metric tons. Most of these emissions are for reasons of generating energy. We have four nuclear power plants in Taiwan, one of which is still under construction. For a long period of time, the DPP has advocated to end our nuclear power dependence and invest more resources in renewable energy. With the Fukushima disaster in Japan, people in Taiwan became more aware of nuclear safety and the need for green energy.
When it comes to the question of tackling climate change, it takes leadership, policy, investment and commitment to sustainable development. We need our leaders to take charge in formulating climate change policy to direct the administration throughout the entire nation. The government must allocate enough budgets for investment in related infrastructures to create renewable energies and to push for low-carbon ecology. Such mindset must be solely focused on sustainable development.
The DPP has advocated a Green New Deal to address the challenge. It aims at integrating the fields of energy, industry, transportation, land disaster prevention and ecology remediation, among others, to lead Taiwan to become a new economy based on sustainable living. We also wish to push for low-carbon emissions to the year 2000 levels. And through our national campaigns, we hope to promote awareness among our citizens and corporations about the effects of greenhouse gases on climate change. These actions are the keys for success in transforming Taiwan to be more responsive to climate change.
You are about to visit my hometown of Pintung County, where I served as governor from 1989 to 1993. It is during that period that Taiwan was going through its economic miracle, but as governor, I did not want to see my hometown get filled with industrial waste. After years of combating climate change, Pintung County has now become Taiwan’s beacon for generating solar energy and at the same time recycling water. I do hope you enjoy your visit to Pintung.
It is my greatest pleasure to be here with you and be able to share our experiences in the fight against climate change. I believe that all of us here wish to shape the future: we can look at the beautiful mountains, green fields and great oceans and say, we have given our all to protect our homeland.

各位女士、各位先生,
很榮幸能夠歡迎「亞洲自由民主聯盟」(CALD)代表團來到高雄討論重要的氣候變遷議題。
在座無論是政策制定者、非政府組織或政黨熟悉氣候變遷議題的專家,都正致力於因應氣候變遷的迫切挑戰。過去幾天的熱烈討論都是為了因應地球正面臨的嚴峻挑戰。
尤其在亞洲高度發展的經濟體中,我們更無法倖免於氣候變遷。台灣是一個島國,不斷受到夏季颱風及終年地震的影響。今年夏天,我們就經歷前所未有最高的氣溫上升,同時也遭遇嚴重乾旱、土石流和洪水。
身為台灣最大的反對黨,民進黨持續敦促執政黨就因應氣候變遷採取行動。根據2012年美國耶魯大學及哥倫比亞大學在「世界經濟論壇」年會公布的排名報告,在全球環境績效指數評比上,台灣名列全球第29名、亞洲第5名。即使當前的政府吹噓這項表現,但相較於前幾年,台灣的表現實際上是降級。
更令人擔憂的是,在氣候變遷項目評比上,台灣排名為第110名。現今台灣的二氧化碳排放量是247.7萬噸,其中大部分的排放量是因為排放能量而造成。台灣有四座核能電廠,其中一座仍在興建中。長期以來,民進黨主張要終結對核電的依賴,並應投入更多資源於發展再生能源。由於日本福島核災,台灣民眾更加意識到核能安全問題及對綠色能源的需求。
因應氣候變遷需要領導、政策、投資以及對永續發展的承諾。我們需要領導人透過全國行政機關有效掌管制定氣候變遷政策。政府必須撥出足夠的預算投資相關基礎設施,來建立再生能源及推動低碳生態,目標必須聚焦在永續發展。
民進黨倡導「綠色新政」(Green New Deal)來因應這些挑戰。目的在於整合能源、工業、交通運輸、土地災害防治及生態重建等領域,帶領台灣成為一個以永續生活為基礎的新經濟體。我們也希望推動全國性的運動來讓低碳排放量降至2000年的水平。我們希望公民與法人對於溫室氣體影響氣候變遷能更加警覺。這些行動將是讓台灣更能成功因應氣候變遷的關鍵。
你們將訪問我的家鄉屏東縣,我曾在1989年至1993年間擔任屏東縣長。在那期間,台灣正經歷經濟奇蹟,但身為縣長,我不願見到家鄉充斥著工業廢棄物。幾過幾年的努力,如今的屏東縣引領台灣,成功開發「養水種電」計畫。希望各位能藉由下午的參訪享受此趟屏東之旅。
很高興能在此與各位分享我們對抗氣候變遷的經驗。我深信,在這裡的所有人,都期待能改變未來。看著美麗的山巒、綠野及汪洋,然後說,我們已盡所能保護我們的家園。
