我今天非常高興能夠歡迎我們的好友羅伊斯（Ed Royce R-CA）主席以及所有代表團的成員來到民進黨。各位的到訪正是台灣與美國長久以來堅固友誼的最佳見證。羅伊斯主席在美國國會的傑出領導，鞏固我們的友誼並持續深化我們對自由與民主的共同承諾。

我們希望看到台灣和美國在經濟、貿易、安全及文化等各項議題以及相關領域的合作關係有所進展。台灣與美國在共同利益與共同關切的基礎之上建立合作關係，是台灣的朝野共識 。民進黨承諾將來一定會在這樣的基礎上持續推進我們的合作關係。

在經濟上，台灣是美國第十大貿易夥伴。高達630億美元的雙邊貿易總額，代表了成千上萬個在美國及在台灣的工作機會。秉持國際標準、減少官僚程序以及簡化投資流程，都是我們努力使台灣經濟且更具競爭力的政策方向，也是為我們未來參加跨太平洋夥伴協定（TPP）談判預作準備。同時，我們也將持續與美國的產業界保持密切合作的關係，以創造更多投資及就業的機會。

面對各式各樣的區域安全挑戰，台灣必須扮演減緩區域緊張局勢更重要的角色。台灣擁有南沙群島中面積最大的太平島，可以用來致力於區域和平與促進區域合作，這也符合台美雙方的利益。我們希望就此議題加強與美國及其他聲索國的對話，推動和平解決的方案。

在國防議題上，我們也將致力於深化台灣與美國在國防工業上的合作，特別是能夠幫助台灣科技及產業發展的產業合作計畫。

三十六年前美國國會制定了台灣關係法，此法涵蓋了台美關係中所有重要的面向。台美關係在羅伊斯主席的努力下，已更為強化，去年羅伊斯主席在美國眾議院提出許多支持台灣的重要議案並獲得通過，包括重申美國在台灣關係法中的對台承諾、出售佩里級巡防艦以強化台灣的防衛能力、支持台灣加入世界衛生組織、國際民航組織及其他國際組織、深化雙方國防合作的範疇、以及支持對台免簽計畫加強民間交流。我們也非常感謝羅伊斯主席每年率團訪台，以實際行動支持我們與美國共同守護的民主價值。

我謹代表民進黨，也代表台灣人民感謝羅伊斯主席在美國國會為台灣所做的不懈努力。

除了在華府的雙邊溝通，美國在台協會台北辦事處馬啟思（Chris Marut）處長也是我們相當要好的朋友。他與他的團隊在促進台美雙方溝通以及推動雙邊合作都有非常傑出的表現，對此我們也非常感謝。我堅信此建設性的溝通對台美雙方的人民都是非常有利的。

最後，我要再次歡迎我的好友，也是台灣的好朋友，羅伊斯主席以及所有代表團的成員來到民進黨。我非常期待我們接下來的互動，也希望在我今年訪問華府時我們可以繼續這樣的對話。

Dr.Tsai’s  Opening Remarks

Good afternoon.

It is my great pleasure to welcome my very good friend Chairman Royce and members of the House Foreign Affairs Committee delegation back to the DPP today. Your visit comes as a testament to the close and enduring friendship we share between Taiwan and the U.S. Under Chairman Royce’s extraordinary leadership on Capitol Hill we’ve continued to strengthen that friendship based on our mutual commitment to freedom and democracy.

We want to see Taiwan and the U.S. make progress on the wide range of economic trade security and cultural issues in our relationship. There is strong bipartisan support for this relationship and it is the DPP’s commitment that we’ll continue to move our common agenda forward.

Economically Taiwan is the U.S.’ 10th largest trading partner. The US$63 billion we traded in goods represent tens of thousands of jobs in Taiwan and the U.S. We’ll continue to strengthen that. Adhering to international standards reducing bureaucratic red-tape and streamlining our investment process are part of the policy directions that will make Taiwan competitive and could pave the way for our inclusion in future TPP negotiations which we strongly support. We will also work closely with our economic partners in the U.S. to create more opportunities for investment and cooperation.

The wide range of challenges regionally also necessitate that Taiwan play a greater role in the reduction of tensions in the region. Taiwan currently possesses the largest island in the Spratly Islands and our presence there should be used as a force for peace and regional cooperation which is in both of our interests. It is also important that we strengthen our dialogue with the U.S. and other claimants and push forward on a peaceful solution.

And on defense we would like to see greater defense industry cooperation with the U.S. particularly the industrial cooperation programs that will help Taiwan’s technology and industrial development.

Thirty-six years ago the U.S. Congress passed the Taiwan Relations Act that captured the many dimensions of our friendship with the U.S. This relationship has only grown stronger under Chairman Royce. Legislation he proposed last year reaffirmed U.S. commitment to the TRA and further reinforced Taiwan’s self-defense needs through the timely sale of Perry class frigates. Under his leadership the U.S. has also expanded its support for Taiwan’s international space through participation in the WHO ICAO and other organizations broadened the scope of our defense cooperation and strengthened our bilateral ties through the visa waiver program.

We are also grateful for Chairman Royce’s annual delegations that show further support for the democracy and the values that we share with the U.S.

Speaking on behalf of DPP and I think I can speak on behalf of the Taiwanese people in thanking Chairman Royce and his tireless efforts on Capitol Hill.

On top of all the work taking place in D.C. Director Marut who has become a very good friend of ours and his team at the AIT here have also been doing an excellent job of facilitating the discussion and moving our common agenda forward. For this we are also grateful. I firmly believe that productive and forward-looking discussions here are ultimately beneficial not just to the people of Taiwan but also to the U.S. as well.

So again I welcome my very dear friend – or I should say Taiwan’s great friend – Chairman Royce and members of the House Foreign Affairs Committee delegation to the DPP again. I look forward to the discussions ahead and I hope we will be able to continue these discussions when I am in Washington D.C. later this year.
