- Specific Plans for Creating a Just Society: Strengthening Child and Youth Protection and Health Promotion Actions; Promoting Rights and Enhancing Community Support for Persons with Disabilities; Constructing Friendly and Autonomous Environments for the Elderly; Promoting Social Security Net 2.0; and Strengthening Economic Security Protections.
- Strengthening Child and Youth Protection and Health Promotion Actions
- Enhancing Assistance and Health Maintenance for Children and Youth: Assisting local governments in establishing a single-window service, integrating various subsidy measures, and strengthening educational and transportation subsidies, to ensure basic economic security for children and youth at different life stages. The government will subsidize nutrition consulting, health assessments, and help with referrals for subsequent health maintenance services.
- Protecting the Rights of Children and Youth in Special Circumstances, Appropriately Extending Alternative Care: For children and youth placed under special circumstances by law, the duration of placement can be extended based on individual needs, along with an extension of independent living services, to ensure that those in need receive the assistance and resources required for the transition to early adulthood.
- “Youth Mental Health Support Program” Extended to Elementary Schools: Encouraging children and youth facing mental difficulties to seek help, assisting them in understanding and utilizing emotional intelligence, and timely identifying high-risk cases for preventive measures.
- Promoting Amendments to the Student Guidance and Counseling Act, Implementing a Three-Level Counseling Mechanism: Implementing a three-level counseling mechanism consisting of developmental, intervention, and treatment counseling, and increasing funding assistance and professional manpower support.
- Widely Providing Sports and Recreation Facilities Suitable for the Physical and Mental Development of Children and Youth: Expanding measures such as free entry on specific dates to publicly operated scenic areas and cultural and educational facilities, increasing accessible activity spaces for children and youth.
- Promoting Rights for Persons with Disabilities
- Referencing the United Nations Convention on the Rights of Persons with Disabilities (CRPD) to Promote an Accessible Environment: For example, improving various public facilities, transportation systems, everyday living tools, and the friendliness and convenience of services such as finance, public information, and communications.
- Optimizing Barrier-Free Living: Expanding and subsidizing the installation of elevators and lifts in older apartment buildings, and providing subsidies for interest on home renovation loans.
- Enhancing Community Support for Persons with Disabilities
- For service users of residential institutions returning home, enhance the provision of resources such as temporary care, short-term care, assistive devices, and improvements to barrier-free home environments.
- Provide “Tailor-Made” Individualized Career Transition Services (ICTP) or Individualized Transition Services (ITP), allowing persons with disabilities to be prepared and assisted before entering different life stages such as schooling or employment, enabling them to live with dignity.
- Expand the service range of community-based long-term care units to offer flexible services for community-based youth with light to moderate intellectual disabilities. This includes leisure activities and opportunities, equipment usage, inquiries about living and welfare services, volunteer training, and service opportunities.
- Constructing Friendly and Autonomous Environments for the Elderly
- Enhancing the Safety and Convenience of Elderly Mobility: Integrate transportation service resources to optimize the “last mile” of elderly travel, such as connections from home to public transportation systems, shared taxi services for daily needs, and diverse service models, as well as improving barrier-free designs in public transport.
- Improving Elder-Friendly Environments in Public Spaces: Strengthen the elderly-friendly design in parks, green spaces, streets, and cultural venues, providing comfortable and safe recreational spaces for the elderly.
- Ensuring the Safety of Elderly Life: Strengthen social advocacy to raise awareness of personal safety issues for the elderly and enhance their awareness of fraud prevention to avoid financial scams.
- Reducing Loneliness and Isolation among the Elderly, Strengthening Support for Vulnerable Elderly in Families: Proactively monitor the use of social services by the elderly, organize mental health promotion activities, actively provide professional services and care visits, and connect with professional organizations and volunteer groups to establish support systems for vulnerable elderly such as those living alone or elderly couples.
- Promoting Informational Capabilities and Convenience in Elderly Life: Combine public and private resources to popularize information learning activities for the elderly, promote elderly service points (such as community long-term care stations, community care points, health and culture stations, BAG-GUNG care stations, etc.) to provide digital resources, and assist in enhancing the informational capabilities of the elderly, aiming to increase the internet usage rate among people over 65 from 50.6% to 65%.
- Promoting Technology Applications in Elderly Services, Developing the Elderly Industry: Encourage businesses and social groups to develop affordable elderly technology services/products and diverse services/products for various aspects of life needs.
- Promoting Social Security Net 2.0
- Promoting the Normalization of the Social Security Net: Drive administrative innovation to assist in the long-term stability of the Social Security Net, ensuring the operational stability, service professionalism, and labor rights protection of quality NGOs.
- Strengthening the Three-Level Prevention Work of Universal Prevention, Early Intervention, and Intensive Individual Services: For cases in need, appropriately link their developmental stages and response needs, provide a continuous service network, and leave no one behind.
- Expanding Community Mental Health Services, Supporting Individuals with Mental Disabilities and Their Families: The goal is to establish 100 community mental health centers by 2028.
- Implementing Prevention and Treatment of Addictive Behaviors: The objective is to reduce the lifetime prevalence rate of illegal drug use in the country to 1% within four years and develop addiction substance rehabilitation techniques, methods, and models to reduce community disturbances and lessen the stigmatization of substance users.
- Strengthening Economic Security Protections
- Closely examining the current living conditions of social assistance applicants, reviewing standards for family assets, family size, work income, and incapacity to work: Public Assistance Act should be updated to adjust the standards for identifying low and middle-income families, expanding the Social Security Net to support more people in need.
- Actively assisting low and middle-income families' high school, vocational school, and college senior students in preparing for career transitions and strengthening guidance for education or employment.
- Aiding near-poor families that are not covered by the social assistance system by integrating public and private resources in each county and city to establish a social welfare service system primarily providing in-kind benefits and supplementary cash assistance, to meet the basic living needs of people in urgent situations.
